RIF...premeditation...or cover up...???

Firing a whole bunch of teachers and rehiring so soon after? Sounds like it was all planned or is Hinojosa that clueless in which case why is he still head of DISD??? A way to cut higher paid teachers to replace them with lower paid ones?? this is dismantling our learning community!!
And still no account as to where all that money really went?!
